How do I designate someone as IV, WV, VP, or VOP?
How do you determine whether to appoint someone as a VP or VOP? Below is a step-by-step plan and a flowchart. On the Tools page, you will also find a tool to automatically generate an appointment letter. But first, you must determine which appointment a person should receive.

1 |
Determine the activities |
Concretely describe what actions the person will perform, on which installation or work equipment, at what voltage level, and with what risks. This is the basis for all subsequent steps. |
|
2 |
Determine the appointment level |
Compare the activities with the competencies that NEN 3140 assigns to IV, WV, VP, and VOP. In case of doubt, choose the higher level. A person can have multiple appointments, for example, WV and VP. |
|
3 |
Assess education and experience |
VOP: no electrotechnical preparatory education required, but specific instruction is needed, including an explanation of the basic concepts of electricity. VP: electrotechnical preparatory education and demonstrable experience with the relevant activities. IV/WV: professionally skilled level, supplemented with knowledge of management, organization, and responsibilities. |
|
4 |
Follow the course and pass the test |
The course provides the theoretical basis and the certificate. The certificate is a requirement for the appointment, but it is not an appointment in itself. |
|
5 |
Provide (workplace) specific instruction |
Instruct on the specific installation: layout, circuit diagrams, deviations, house rules, the LOTO procedure, key management, and emergency procedures. Document who provided the instruction and when. |
|
6 |
Assess the person |
The installation manager appoints WV, VP, and VOP. The installation manager themselves is appointed by the management or the employer. In addition to knowledge and experience, also assess personal suitability. |
|
7 |
Draft the appointment form |
Enter the level, competencies, restrictions, voltage level, installation part, and effective date. Have both parties sign. |
|
8 |
Register and maintain |
Archive the form in the BEI file and provide a copy. Repeat the instruction annually and re-evaluate the appointment for new tasks, a different position, or modified installations. |
