NEN 3840 & ENSR
NEN 3840 is the Dutch standard for safe working on and near high-voltage installations (above 1000 V AC / 1500 V DC). In addition, the Electrical Network Safety Rules (ENSR) are an important factor. This is not a standard, but rather rules drawn up by grid operators and other direct stakeholders.

What is the difference between NEN 3840 and NEN 3140?
NEN 3140 covers low-voltage installations (up to 1000 V AC); NEN 3840 covers high and medium voltage. The standards differ in scope, procedures, and instructions.

The VOP may perform limited tasks near high-voltage installations, such as simple operating procedures, visual inspections, cleaning or painting work – always under supervision and after instruction. Tampering with HV installations is not permitted.

NEN 3840 distinguishes between continuous supervision and periodic supervision (once every 4 hours). The ENSR distinguishes between immediate supervision and personal supervision. The type of supervision required depends on the situation and the designation of the persons involved.

No, not everyone. According to NEN 3840, for a touch-safe installation, one person with at least a VOP designation may enter the area. If the installation is not touch-safe, two people are required, of whom at least one is a VP. The ENSR applies similar but slightly different rules.
